The Industrial Technology Research Institute (ITRI) has commenced construction of a new advanced semiconductor research and development facility in Hsinchu County, Taiwan. The project represents a total investment of NT$3.772 billion and is scheduled for completion by December 2027, with phased operations expected to begin in the first quarter of 2028.
The ground-breaking ceremony was attended by government officials and industry representatives, underlining the strategic importance of the facility in strengthening Taiwan’s semiconductor capabilities. The initiative is supported by leading domestic companies, including Taiwan Semiconductor Manufacturing Company (TSMC), which has provided advanced process development equipment and input on plant design.
The new R&D base will focus on three primary areas: pilot production and verification services for integrated circuit design, development of advanced semiconductor manufacturing processes, and local testing and validation of semiconductor equipment and materials. These efforts aim to shorten development cycles and enhance the resilience of Taiwan’s semiconductor supply chain.
Construction of the main building structure is expected to cost approximately NT$688 million, while cleanroom facilities account for around NT$3.084 billion of the overall investment. Once operational, the site will include pilot production lines for advanced processes, submicron sensing chip development, advanced packaging laboratories, and facilities dedicated to inspection, measurement and verification.
The development further reinforces Hsinchu’s position as a central hub for semiconductor innovation and supports Taiwan’s role as a key player in the global semiconductor industry.
